The People Democratic Party (PDP) aspirant for 2023 Owan Federal Constituency, Barr. Elabor Joe Agbebaku meets/interfaces with Owan West LGA PDP mobilizers to share his Vision and Mission for Owan Federal Constituency when elected.
Primary Education:
I came up with a blue print in 2020 which shall see to the design of a competitive program nay engagement of our primary school pupils, while identifying others with special skills with an aim of placing them in their said areas of specialization. I shall also push forth legislation that shall see to a better funding for primary school education as it’s the foundation of every child. Owan Constituency shall with me experience an unprecedented Primary/ Secondary school engagement of pupils through innovative classroom engagement sports and quarterly quiz competitions with scholarships as star prize to encourage these kids.
Federal Presence:
Let me bring to your knowledge the existence of the Cocoa Research Institute and the Olympic Games Village. These are supposedly Federal Projects. We all know their current state and therefore, there’s no need dwelling much on the failure of Government in this regard to seeing to it’s functionality. I have devoted a good portion of my 2020 Blueprint on Owan Constituency Development and can assure you that nothing would be taken away from that document. I painstakingly got resource persons put together. That document stipulates how I intend to see that the Cocoa Research Institute in Owan West LGA and the Olympic Village in Owan East LGA are made functional optimally, while I lobby for a Stadium to be built for that purpose.
The ripple effect of this is that it would attract more Hotels and other economic endeavors especially once an Airport is sited nearby. With these there would be gainful employment for our teeming Youth population and I believe this will go a long way to building better communities in our dear Federal Constituency.*
Provision Of Portable Water:
There are existing water reservoirs which hasn’t been functional. There are also streams and rivers across the two local governments of Owan, but these waters are not drinkable. We understand that it is not practically possible to get water through boreholes in some communities from previous experience, so instead wasting resources and funds in constructing boreholes in different communities which would not function like we have been seeing, we are going to channel source of water from the streams/rivers around the communities, treat it and distribute to various quarters of the communities in Owan, by creating major and minor water outlets in the communities. By so doing, we would have provided for our people portable, pure and drinkable water.*
Security:
I do not pray that the security issue remains till I assume office, however, if it subsists; I would first summon a Security Summit, invite stakeholders and call for commencement of a public/private partnership towards the creation of a Security Trust Fund to see to it that our Communities are adequately secured day and night all year round through the engagement of our various community hunters, vigilante groups/ network working in conjunction with the Police. We would call for volunteers from among the active youths to join the security network that would be formed, this would also give our youths some sense of responsibility and engagements. Through this, we would be able to provide the necessary logistics and frame for this through a proper selection of administrators of the proposed Security Trust Fund. With this,I can assure you that kidnappings and other crimes and criminality shall be brought to it’s barest minimum.*
Health:
We will ensure that all existing Primary Health Centres are equipped to standard. We would make provision for new Health Centres for communities with none and create an avenue for our aged to have free periodic medical check-ups.
Women Empowerment/Development:
There will be chains of programs dedicated to the welfare and wellbeing of our dear women. We would push to attract federal intervention programs to Owan which are been enjoyed in the North, this among other benefits would give access to free Agricultural / Trade grants for women farmers and traders.
